The verdict: For a 400-year-old city, Quebec City is surprisingly accessible. The Old City’s streets are less so: There are very steep hills, many tiny shops and restaurants with steps to enter them, and cobbled streets that make wheelchair access difficult. But the individual sites around the city are generally very accessible.
